Eligibility for a competitive government examination normally depends on nationality, a recognized qualification, the required domicile, age on the stated cut-off date, available attempts and any in-service or post-specific condition. CSS, PMS and provincial CCE rules are not interchangeable, so verify every condition from the commission conducting your chosen examination.
Start With the Exam, Not the Application Form
Many applicants ask whether they are eligible for a competitive government job as if one rule applies across Pakistan. It does not.
The Federal Public Service Commission conducts the CSS Competitive Examination under federal rules. Provincial commissions conduct PMS, PCS or Combined Competitive Examinations under their own laws, regulations, advertisements and administrative instructions. The degree level may look similar, but the age date, domicile requirement, relaxation, attempt policy and in-service conditions can be different.
This is why eligibility should be checked against a named examination and a named year, not against a general social-media post. Your first task is to identify the recruiting commission. Your second is to match every rule with evidence that existed by the required date. Passing a screening test or receiving an admission letter may still be provisional if detailed scrutiny happens later.

Choose the Competitive Exam Track That Applies to You
In this guide, a competitive government job means a public-service route in which eligible applicants compete through a formal examination or a closely regulated multi-stage selection process. Three categories are especially important.
Federal track: CSS
FPSC conducts CSS for recruitment to federal occupational groups and services. Its nationality, qualification, age, domicile, MPT and written-exam rules must be checked from FPSC.
Provincial track: PMS
Provincial commissions advertise their own management-service examinations. Punjab and Khyber Pakhtunkhwa, for example, use their own notices and age frameworks.
Combined track: PCS and CCE
Sindh and other jurisdictions may use combined competitive or executive-cadre examinations. Domicile, permanent residence, attempts and screening rules can be province-specific.

Treat each criterion as a separate gate. Meeting six conditions does not normally cure a failure to meet the seventh.
Nationality and legal status
Read the exact citizenship clause. FPSC CSS rules address Pakistani citizens and persons deriving nationality from the State of Jammu and Kashmir. Provincial examinations may use additional domicile or residence conditions.
Domicile, PRC and regional claim
A present address is not a substitute for domicile. Check the province, district, zone, urban or rural category and any Permanent Residence Certificate requirement stated by the relevant commission.
Recognized academic qualification
FPSC CSS rules currently prescribe at least a second-division or grade C bachelor degree, subject to the rule wording. Provincial examinations may prescribe a different division, degree or equivalence standard. Confirm the institution, campus and programme through HEC resources where relevant.
Age on the correct cut-off date
Do not calculate age on the application date unless the rules say so. CSS and provincial competitive examinations can use different reference dates, making even a one-day difference important.
Attempts or chances remaining
FPSC CSS written-examination rules cap chances, while MPT is governed separately. PMS and CCE attempt policies must be checked from their own rules. Never count attempts by copying another commission's system.
Screening or preliminary test status
Where MPT or a screening test is required, qualifying it is an additional gateway. It does not replace the underlying requirements for age, degree, domicile or document verification.
In-service category and permission
Serving employees should verify NOC, departmental permission, proper-channel and service-length conditions. An in-service age benefit or reserved route applies only when the relevant rules allow it and the applicant can prove the required service.
Post-specific fitness or registration
Some competitive routes include police, technical, engineering or other cadres with medical, physical, licence or professional-registration conditions. Check whether these affect admission, preference, allocation or final appointment.

Find the Date That Decides Your Age and Attempts
Age questions cause confusion because applicants often calculate correctly but use the wrong reference date. The date must come from the rules governing that exact examination.
FPSC CSS
Current CSS rules calculate age with reference to 31 December of the year preceding the examination year. The written competitive examination allows no more than three chances within the prescribed age limits. Applicants must still check the latest FPSC notice and any lawful relaxation category that applies to them.
PPSC competitive examinations
PPSC's official FAQ explains that, for a Competitive or Combined Competitive Examination, qualifying age is reckoned on 1 January of the year in which the examination is proposed to be held. This differs from ordinary recruitment and from the CSS reference date.

Open the official exam page
Start from the commission website. Save the advertisement, rules, syllabus notice, fee instructions and any corrigendum in one folder.
Name the exact eligibility date
Write the date used for age, qualification, domicile and service. Do not assume every condition uses the online closing date.
Check nationality and domicile separately
Confirm both legal status and the province, district, zone, urban or rural category claimed for examination or allocation purposes.
Match the degree wording
Compare level, division, grade, institution, recognition and completion date. Arrange HEC equivalence when the rules require it.
Reconstruct your attempt history
Use official records and the relevant definition of an attempt. Do not guess based only on applications submitted or fees paid.
Test any relaxation claim
Identify the exact category, supporting document and service condition. If the notice excludes a relaxation, do not import it from general recruitment.
Prepare proof before the form
Keep CNIC, degree, transcript, domicile, PRC, service certificate, NOC and other required records ready in readable form.
Resolve uncertainty in writing
Use the commission's official help channel before the deadline. Save the query and response with your application record where possible.
Real-World Scenarios: How Eligibility Can Change
These examples explain the checking method. They are not official decisions on a real person's case.
A person may fall within the age limit on the application date but exceed it on the examination's prescribed reference date. The correct date in the rules decides the issue.
If the required degree had not been completed by the stated eligibility date, a later result may not cure the shortfall unless the official notice allows result-awaiting applicants.
Living or studying in a province does not automatically establish the domicile or PRC required for its competitive examination. The accepted official document controls the claim.
A government employee cannot safely claim an in-service concession merely because they are employed. The nature and duration of service, department and supporting permission may all matter.

When a point remains unclear, contact the conducting authority before the deadline. That approach is safer than relying on an old advertisement, a coaching post or another candidate's circumstances.
